Both actually. Raleigh recently held a competition and invited members of the public to design "unique and functional bike racks for the downtown area." Boom! The competition drew more than 60 entries.
Five were chosen to represent the five distinct districts of downtown (I think I can name three of em, but don't make me put that in writing).

The winning designs were fabricated and put on display tonight. Several of the artists were present, and they discussed the inspiration for their work.
The city owes a special thanks to Dr. Richard D. Adelman, who launched the project after seeing similar artistic racks in Louisville, KY. He helped secure funding for the Raleigh racks.
Here are pix of the winning entries. Congrats to all of the artists / designers / architects / visionaries who participated. Look for their functional sculptures very soon in the uptown area.
